The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

 Position Overview:

PROGRAM DESCRIPTION         

The Environmental Health and Safety Directorate is responsible for environmental protection, occupational safety and health, protective services, and emergency preparedness programs at the National Cancer Institute at Frederick.

KEY ROLES/RESPONSIBILITIES

Interprets federal and state laws, regulations, and orders as they apply to environment, safety, health, security, and emergency management programs for assigned programs. Leads development and implementation of plans, programs, policies and procedures to ensure that these practices are in compliance with the appropriate statutes and regulations, and that reporting requirements are met. Ensures that inspections are conducted, corrective actions are completed on time, and all necessary documentation is kept. Investigates and resolves compliance problems, questions, or complaints received from within the company, customers, government regulatory agencies, etc. Develops and implements programs designed to increase employee awareness and knowledge of compliance policies. Audits and evaluates current policies, procedures, and documentation for compliance with government laws and regulations.

  • Manage and supervise security and emergency services staff, covering NCI at Frederick and FNL facilities and providing 24/7/365 staffing at three locations
  • Oversee and direct development and maintenance of program documents, policies, plans, and procedures that describe and explain security and emergency management programs, practices, and expectations
  • Oversee and direct development and delivery of performance-based training and drills for security and emergency services staff, members of the NCI at Frederick emergency operations center team, and employees
  • Oversee and direct development of security risk assessments that are used to inform security programs. Support NIH and NCI security and emergency management staff as needed

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) appropriate to safety, security and emergency management operations or four (4) years relevant experience in lieu of degree.  Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of eight (8) years of progressively responsible experience, including six (6) years of experience in a management capacity
  • Must demonstrate knowledge and efficiency with relevant regulatory requirements and actions and programs required to comply with DHS, OSHA, FEMA, NIH, DoD requirements as they relate to safety, security, and emergency management functions
  • Must demonstrate knowledge of security operations and practices and possess considerable communication skills and experience in training staff
  • Ability to independently coordinate and prioritize multiple tasks
  • Proficient with Microsoft Office and web-based applications
  • Familiarity with data entry and use of a variety of information systems and tools
  • Attention to detail
  • Ability to obtain and maintain a security clearance

  • 10 - 20 years job related experience
