PROGRAM DESCRIPTION

The Vaccine, Immunity and Cancer Program investigates immune responses to vaccines in preclinical and clinical studies, with a focus on HPV and most recently on COVID-19.

KEY ROLES/RESPONSIBILITIES

The Vaccine, Immunity and Cancer Program is recruiting for a Program Manager to manage administrative operations of the Serological Sciences Network Coordinating Center:

  • Provides administrative support to various designated projects related to COVID-19
  • Manage administrative Program activities by performing a variety of high-level administrative and programmatic functions that include planning and implementation of overall Program strategies
  • Provides administrative and programmatic support including planning, research, analysis and correspondence for the projects and for the Program
  • Communicates and interacts with administrative, technical and program management staff, both internally and externally, to gather and compile information for dissemination
  • Assist with project budgeting, purchasing, and facilitating space and facility needs
  • Assist with overall coordination of Program/Project level functions
  • Interface with government officials, both scientific and administrative, at varying levels of leadership and responsibility to coordinate logistical support for assigned projects/programs
  • Ensure Program compliance with all policies and procedures related to project management, contract relations, purchasing, and fiscal planning
  • Assist in the preparation of program reports, including monthly quarterly reports, semi-annual and annual reports
  • Prepares and/or assembles presentations, background information and related materials and information for meetings
  • Prepares internal and external correspondence and memos, and transcribes and edits meeting minutes for final review
  • Assist in the performance of detailed planning of logistical operations
  • Provide Meeting Management support to Programs, including drafting agendas, taking meeting notes/minutes and recording and monitoring action items for initiative committees, sub-committees, awardee consortia, peer review panels, external advisory panels, scrum teams, program reviews, and other stakeholders as needed
  • Arranges and coordinates meetings, seminars and conferences, including logistical matters such as locations, times, participants, agendas and schedules
  • Convene scientific panels, workshops and webinars, prepare and distribute agendas, distribute proposals, and assist in the draft review panel summary statements
  • Manage in-person (and virtual) large scale meetings (1-2 per year)
  • Communicate effectively to compose both business and scientific documents and ensure efficient Program operations
  • Provide input for decisions and FNL policy interpretations; coordinate and administer pricing and procurement requests
  • Assist in the application of the principles of budgeting, contracting, personnel management, government regulations, and business technical writing
  • Perform other related duties as assigned by supervisor or Program Director 

BASIC QUALIFICATIONS 

  • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in a field related to biomedical research/scientific discipline or four (4) years relevant experience in lieu of degree.  Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of two (2) years progressively responsible experience in administrative or technical program/project management 
  • Experience in scientific meeting/conference planning
  • Independence and overall responsibility for more complex projects at a program level
  • Demonstrate high level of proficiency with program management
  • Ability to review work products of teams for compliance with project objectives and goals
  • Demonstrate ability to assess progress of work, goals, problems and other issues
  • Ability to work in a matrixed environment
  • Familiarity with Federal Acquisition Regulations (FAR), Federal Travel Regulations, and other government regulations, policies and procedures 
  • Ability to obtain and maintain a security clearance 

PREFERRED QUALIFICATIONS 

  • Project Management training 
  • Eight (8) years progressively responsible experience in administrative or technical program/project management
