The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

 Position Overview:

PROGRAM DESCRIPTION

The Frederick National Laboratory is dedicated to improving human health through the discovery and innovation in the biomedical sciences, focusing on cancer, AIDS and emerging infectious diseases.

The Biomedical Informatics and Data Science (BIDS) directorate works collaboratively and helps to fulfill the mission of Frederick National Laboratory in the areas of biomedical informatics and data science by developing and applying world leading data science and computing technologies to basic and applied biomedical research challenges, supporting critical operations, developing and delivering national data resources, and employing leading-edge software and data science.

Within BIDS, the CBIIT Technical Ops Support (CTOS) group implements and manages software projects primarily sponsored by the National Cancer Institute's (NCI) Center for Biomedical Informatics and Information Technology (CBIIT). The work is primarily focused on successfully delivering software projects with development on local servers or the cloud. The projects are very diverse, typically merging science and IT, involve multiple stakeholders, and engineering can involve subcontractors. We work very collaboratively with the NCI to define the requirements and deliver a successful project. 

KEY ROLES/RESPONSIBILITIES  

  • Will be a co-leader in a cross functional team to successfully deliver the Task Order (TO) 13: Enabling NCI Clinical & Research Data Sharing
  • Will create and maintain a strong, healthy business relationship with clients, vendors and FNL staff 
  • Will facilitate communication through all levels of staff by functioning as a liaison between internal departments, senior management, and the government
  • Serve as an in-house project consultant for evaluating needs and vendor requests for proposals
  • Provide proactive communication about the project financial status to all relevant stakeholders
  • Be able to work independently
  • Foster and nurture a collaborative work environment
  • Leverage technical expertise to benefit the project and client interactions
  • Contribute to requirements gathering and analysis for projects
  • Follow established procedures and suggest updates to enhance efficiency and effectiveness of procedures
  • Manage the reporting requirements for TO 13 including the quarterly Cost, Schedule, Performance reports, IPRs, and data input into Focus Point
  • Coordinate and oversee the development and preparation of Impact Assessment Reports (IARs)
  • Proactively communicate to Project Management Office (PMO) and CTOS Director any major issues that are on the horizon before they are realized
  • Manage resource allocation against the project milestones and Estimate at Completion (EAC's) using SmartSheet
  • Support the Technical Project Manager with subcontract management including preparing new work request packages, modifications, and sole source justification documents
  • Audit Task Order 13 financials and be responsible for labor corrections and moving costs if needed to ensure accurate financial reporting
  • Track costs against funding to ensure project costs stay within approved funding limits
  • Be disciplined in generating necessary reports and tracking tasks and issues
  • Will have a responsibility to work with the BIDS PAO as may be required 
  • Other duties as required 

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of Master's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or six (6) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of ten (10) years of progressively responsible experience  
  • Show evidence of thought and leadership and have experience working in a highly integrated, multi-disciplinary environment
  • Must demonstrate success in the ability to provide financial forecasts, develop budgets, prepare estimate at completion's, monitor costs against budgets, and manage risks by proactively addressing issues and developing mitigation plans
  • Demonstrate successful experience in explaining financial topics to non-financial people 
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Experience using Focus Point and other related budgeting tools
  • Experience in business management, project management and financial management
  • Experience in working with a diverse group of stakeholders
  • Ten to twelve (10-12) years of progressively responsible project management experience

EXPECTED COMPETENCIES 

  • Must be detail-oriented and possess strong organizational and analytical skills with the ability to prioritize multiple tasks/projects
  • Exceptional written and oral communication skills in order to work closely with numerous stakeholders from diverse organizations
  • Ability to work with ease in a fast paced, agile environment
  • Proficiency in Microsoft Word, Excel, and Visio
  • Maintaining necessary project artifacts on a shared space, such as a wiki, where stakeholders can self-serve their documentation needs
