 Position Overview:

PROGRAM DESCRIPTION

The Clinical Services Program's primary mission is to perform sequential studies using samples obtained from patients with cancer, AIDS, chronic granulomatous disease or other diseases associated with immunologic dysfunction, as well as to monitor viral load in patients with HIV.

As part of a large effort to combat the current SARS-CoV-2 pandemic, the National Cancer Institute (NCI) is collaborating with the National Institute of Allergy and Infectious Disease (NIAID), the Centers for Diseases Control and Prevention (CDC), the Food and Drug Administration (FDA), the Frederick National Laboratory (FNL) and other stakeholders to address gaps and unmet needs in serology assay development and standardization and to gain a solid fundamental knowledge of the immune response to SARS-CoV-2 and underlying mechanisms of protection against infection. NCI is establishing a Serological Sciences Network (SeroNet), which will have as its hub the Frederick National Laboratory (FNL) Serology Lab leveraging the vast expertise and excellence in HPV serology at the FNL. The SeroNet projects will include 1) immune assay development to standardize, harmonize and expand capacity for clinical diagnostic serological antibody testing for SARS-CoV-2 and 2) studies to determine the immune response to SARS-CoV-2 infection and associated disease. An additional component of the hub at FNL is the Serological Sciences Network Coordinating Center (SSNCC). Core functions of the SSNCC include: establish and manage the operations of the SeroNet Steering Committee, collaborate with the SSC and the NCI to provide scientific coordination for SeroNet, manage administrative and logistic aspects associated with the accumulation and dissemination of specimens, data, standard operating procedures, and assay performance efforts across the SeroNet, develop and manage subcontracts and services with Centers for Building Capacity (CBCs) and other partners and the development and operation of a data infrastructure to support storage, coordination, in network data sharing and public dissemination of SeroNet data.

The Vaccine, Immunity and Cancer Program is seeking a Scientific Project Manager II to support Serological Sciences Network Coordinating Center projects and operations. This position will be located in Frederick, Maryland.

KEY ROLES/RESPONSIBILITIES

The Scientific Project Manager will be responsible for managing projects involving different organizations in coordination with other scientific and project management staff and the Director of the SSNCC

Specific duties will include:

• Provide scientific and administrative project management support
• Work directly with the NCI stakeholders and Program scientific managers and directors
• Meet organizational requirements for scheduled updates, including analysis of risk factors and project financial monitoring
• Provide regular written reports detailing progress against tasks and milestones
• Work with other Project Management staff to ensure the operational needs of the project are being met
• Draft technical requirements to be included in Statements of Work, New Work Packages, and proposals written in response to task orders
• Utilize scientific expertise to review and approve subcontractor invoices
• Work directly to manage subcontracts to assure project execution within established timelines
• Develop SSNCC Standard Operating Procedures
• Collaborate with internal and external stakeholders for intellectual property requirements, CRADAs, MTAs, collaboration agreements, subcontracts
• Prepare meeting summaries
• Lead oral presentations and meetings with internal and external stakeholders
• Conduct statistical analyses
• Report research data, including presentations and/or scientific publications
• Maintain a knowledge of the most recent literature and scientific presentations relevant to projects

BASIC QUALIFICATIONS

• Possession of a PhD in immunology, virology or a related scientific field from an accredited college or university according to the Council for Higher Education Accreditation (CHEA). Foreign degrees must be evaluated for U.S. equivalency
• A minimum of two (2) years progressively responsible experience in program/project management. Progressively responsible experience must demonstrate increased independence and overall responsibility for more complex projects at a program/directorate level
• Scientific competency in immunology, serology, virology or a related field.
• Experience with scientific technical writing and documentation
• Experience with budgeting, cost estimates, and financial projections
• Experience interpreting and/or authoring Statements of Work (SOW)
• Must have exceptional communication skills with ability to communicate clearly with all levels of scientific personnel and administrative staff through written and oral presentations
• Ability to multi-task and effectively prioritize and meet timelines in multiple concurrent projects
• Ability to work independently in a dynamic environment and capable of completing tasks with minimal supervision
• Must be able to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

• Regulatory knowledge pertinent to standards GCLP, CLIA or FDA guidelines for clinical assays
• Familiarity with biospecimen processing best practices, and  diagnostic assay development and validation
• Experience organizing Investigators Meetings and/or scientific workshops is a plus.
• Project Management Professional (PMP) certification
• Ability to work effectively in a matrix and team‐oriented environment
• Experience in cancer research
