The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

 Position Overview:

PROGRAM DESCRIPTION         

The Research Subcontracts Department provides acquisition support to the Frederick National Laboratory for Cancer Research (FNLCR) as well as operations and specific subcontracting support for the NCI-Bethesda, National Institute of Allergy and Infectious Diseases (NIAID) and other related Government initiatives.  Specifically, Subcontracting provides pre and post-award acquisition and administration for highly complex research programs, scientific services, field trials, and related projects at FNLCR through execution of agreements with third parties, often commercial companies and non-profit research institutions or universities.

KEY ROLES/RESPONSIBILITIES

The Small Business Liaison Officer (SBLO) will work closely with Program Managers, Purchasing Agents/Commodity Managers, Contracts/Subcontracts Administrators and LBR Senior Management to develop and enhance the LBR Supplier Diversity Program. The individual will lead outreach to small businesses and liaison between programs and potential small business suppliers and subcontractors, as well as support fulfillment (and reporting) of the LBR Small Business Subcontracting Plan. Scope of duties includes promoting the utilization of small business concerns for the attainment of Leidos Biomed's prime contract goals and ensuring compliance with small business subcontracting regulations.

  • Lead supplier diversity compliance reviews and validations
  • Provide assistance in the bid, proposal and contract preparation process including assistance with the development of identification of small business subcontractors
  • Perform internal reviews to confirm terms and conditions are flowed down further ensuring compliance with appropriate regulations
  • Perform small business outreach (identifying small businesses, working with small business associations)
  • Develop and/or review Small Business Subcontracting Plans, Matrix submittals, and Participation
  • Plans in bids and proposals
  • Track small business progress; prepare and submit semi-annual Individual Subcontracting Reports (ISRs), Summary Subcontracting Reports (SSRs), and additional reports as needed
  • Review and approve small business plans and report from Lower-Tier Subcontractors
  • Participate in outreach efforts by attending small business conferences, panel discussion, and cultivate good working relationships with local groups that support small businesses
  • Interact with small business subcontractors by way of calls and emails, documenting all correspondence
  • Recommends process and systems changes for efficient application of regulatory compliance
  • Train, coach, and mentor Buyers, Commodity Managers, Procurement Administrators and Subcontract Administrators on the Small Business Subcontracting Program
  • Interact with all levels of staff, management, and government personnel
  • Assist with the preparation, validation, and submission of Small Business Subcontracting Reports
  • Interact with internal and external customers on Small Business matters, regulations and outreach events

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree.  Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of five (5) years of progressively responsible experience 
  • Knowledge of and experience with the Federal Acquisition Regulation (FAR) for Small Business Programs
  • Experience developing Small Business Subcontracting and Participation Plans
  • Experience with Small Business Subcontract Reporting (ISRs and SSRs)
  • Ability to obtain and maintain a security clearance
